) Galain President Rick Wimberly said the range is so large because of the State Fiscal Stabilization Fund. The vast majority of the Stabilization Fund would go to education, but governors can spend 18.2-percent of their allotment on public safety and other government services. Wimberly said, “Eighteen-
point-two percent may not seem like much in the grand scheme, but the total dollars from the percentage amounts to over 9.7-billion dollars – a significant amount of money to say the least.”
Of the over four-billion-
dollars specifically destined for local public safety, most would go to law enforcement in the form of two grant programs that had been reduced sharply during the last eight years. Programs to fight crimes against women and youth will also be funded, as well as grants for youth mentoring and crime victims’ assistance.
Money was also allocated for modifying, upgrading, or building fire stations. The total amounts to 210-million-
dollars. The Senate wanted to spend twice as much for fire station construction as well as 250-million-
dollars for construction of emergency operation centers and intelligence fusion centers, but those funds were eliminated in the final version of the bill.
The Galain report advises public safety organizations and vendors to be informed and prepared. Wimberly says, “There’s still much to be learned about how the funds will be distributed, and the organizations with the most knowledge and foresight will be the ones that benefit the most.”
The report, titled “Economic Stimulus Law Impact on Public Safety”, provides a concise overview of the plan as it pertains to public safety, and commentary on the opportunities and challenges ahead for public safety buyers and vendors. Wimberly says the report is based both on historical understanding and analysis of the thousand- page law. Wimberly says, “A new approach is developing in this important public safety topic. Our white paper will thoroughly look at a managed program of system-of-systems concept that’s gaining momentum.” The white paper includes input from a number of sources from the communities of interest. It is scheduled for release in late-February.
