At the same time I was following the formal process through the Scheduling office inside the White House. Written requests to Josh Bolten have been ignored 51 times over 2 years. I was delighted when Bush appointed Susan Dudley to work at the White House to complete important work before he left office. Unfortunately, Susan didn't take the role seriously and her office left a voicemail to say she couldn't do anything. Scheduling staff would loose the request, find it, put it on the desk and then leave!
At one point, I sent the Executive Order wrapped around a bone to 'Barney the first dog'...I reckoned that the saying "if you want a friend in Washington, get a dog" is not only true but Barney's loyalty and love of President Bush is probably unique as it’s unconditional.
No one on Capital Hill will take responsibility for the issues that could be solved with a small amount of attention and imagination.
The lack of imagination and innovation is so bad that Secretary Gutierrez, Secretary of Commerce, organized a Commission on Innovation, we spent two days in DC with top innovators compiling what
has to happen for America to lead In innovation again. The report was published in 2008.
