Standard Assessment Procedures or SAP are required by your Local Authority, and have been for some time for new build properties and conversions. However since April 2008 your local Building Control Department will also require a Predictive Energy Assessments or PEAs and On-Construction Energy Assessments OCEAs when the property is completed to issue a Completion Certificate.
