These reports, which are accessible from a password-restricted area, allow subscribers to know in an instance what lobbying laws or regulations were enacted or adopted today, this week, or this year. Subscribers access the full text of each law or regulation by clicking on a live link embedded in the reports.

Although the reports cannot be currently e-mailed as is the case with most bill tracking systems, Scott says that whether the company will move forward with an e-mail alert system will be based on demand. To help them make this decision, the company has a survey on its Web site to poll visitors about their delivery preference, that is, whether they would prefer to receive notice of lobbying laws and regulations via e-mail alerts or the Web portal.

"Certainly, we are prepared to immediately move forward with an e-mail alert system if the majority of our visitors demand it," said Scott. "However, we made the conscious decision to temporarily withhold the system since we saw disadvantages to its use."

Scott added that the downside of the e-mail alert system is that it blocks visitors from getting the full experience of the company's Web portal. For instance, e-mail subscribers would be tempted to rely exclusively on the electronic reports and forgo accessing the portal for other important features, such as the RSS lobbying news feed that is updated daily and the state and federal resources that incorporate legislative and regulatory contacts, compliance material, and lobbying forms.

A subscription to the reports costs only $240/year or $20/month, which is "a drop in the bucket for some companies that might be paying six figures for a similar compliance monitoring service," according to Scott.
