On Monday, March 17, 2008, the Taxation and Budget Reform Commission approved a new tax cut measure that will be placed before Florida voters on the November 2008 Presidential Election ballot.

The new tax cut proposal, if approved by a 60 percent majority vote, will eliminate by 2011 a portion of the public school funding lawmakers currently compel school districts to impose to qualify for state aid, called the Required Local Effort. In addition, the proposal places a 5 percent cap on the annual assessment increases for all non-homestead properties such as businesses, second homes, and rental property.
In Orange County, the new tax cut proposal would reduce tax bills on average 25 to 29 percent.
In turn, the Florida Legislature would be required to replace the lost revenue. Current proposals are: a one-cent increase in the sales tax, eliminate some of the current sales tax exemptions, impose a new service tax, and/or cut state spending.
The Taxation and Budget Reform Commission is said to be a nonpartisan group which by law convenes every 20 years, having the power to place such measures on the ballot as constitutional amendments.
