Executive Summary
Australia's internal security situation remained stable in the second quarter of 2007. To support the increasing national and international demand for Australian troops, the government allocated a total 2006/2007 defence budget of AUD19.6bn (US$15.1bn) for defence. Additionally, the government agreed on a real growth in defence spending by 3% annually until 2015/2016, with an additional financial injection of AUD10.7bn between 2011/2012 and 2015/2016. Maritime and border security remain a high priority, which was bolstered by changes to the Border Protection Bill enabling the government to reduce the number of asylum seekers through removing undesirable vessels from territorial waters and limiting territorial claim to the mainland. Most recently, the focus has shifted from reducing the number of illegal immigrants to a crackdown on illegal fishing, mainly in the Northern Territory and the Torres Strait.
Australia's defence industry has experienced strong growth in recent years, mainly due to the Australian Defence Force undertaking an ambitious development and upgrade programme. In the fourth quarter of 2006, Australia's defence industry continued to grow, with the most significant development being the takeover of ADI, Australia's largest defence firm, by Thales, whose share of ADI will increase from 50% to 100%.
Australia's arms trade patterns remained largely unchanged and the country still imports a range of bigticket items, such as the purchase of the AGM-158 Joint Air-to-Surface Standdoff Missiles (JASSMs) from Lockheed Martin's Alabama plant. The current production rate is 15-17 missiles per month, with 475 of the 779 missiles having been delivered. The decision to purchase the JASSMs was due to the reduction of unit cost if the missiles were purchased from the US.
