From late 2006 the new licensing regulations will deter new crowd controllers from entering the industry due to the costs associates with the compulsory training that will be required before they can commence security work. Even once new crowd controllers are licensed, they will then have restrictions placed on what duties they are able to perform; they will be restricted from working alone and effectively will not be fully operational for another 12 months from the issue of the initial probational license.

Overall standards will reduce. Adequately trained, quality staff will be more sought after and clients will have less control over the staff that they are given by their provider.
