Wayne retired in 1999 from his position as Senior Program Analyst in the Office of the Under Secretary of Defense for Acquisition and Technology at The Pentagon, Washington, DC. Currently an independent consultant specializing in EVM in the Public Sector, his recent clients include the US Federal Aviation Administration, the US Agency for International Development and the US Navy. He has been an advisor to the Office of Management and Budget, the Government Accountability Office (GAO) and other US and foreign government agencies. He is a corporate member of the National Defense Industrial Association (NDIA) and an officer of the NDIA Program Management Systems Committee with responsibility for international liaison. Wayne has a Masters degree in Public Administration from The American University, Washington, DC, and a B.S. degree from the University of the State of New York, Albany, New York.
Wayne was a three-time recipient of the Secretary of Defense Medal for Meritorious Civilian Service (1993, 1997 and 1999) and was awarded a Distinguished Contribution Award in 1999 by the Project Management Institute (PMI). He is a past president of PMI’s College of Performance Management and is a contributing author of “GAO’s Cost Assessment Guide: Best Practices for Estimating and Managing Program Costs,” released in July 2007 as an exposure draft for use by GAO auditors and by all US government agencies. He was also vice president for a major PM software and services company during 1999 – 2004.
