Executive Summary

Key Insights On The Automotive Sector Of Vietnam
The anticipated influx of imported vehicles, following Vietnam's introduction of a new higher consumption tax on domestically produced vehicles, has not yet arrived, according to It's Vietnam Automotives Report. Indeed, sales of imported vehicles have fallen further than local output, with imported completely built units (CBUs) down by 33.5% to 10,000 units, while sales of locally produced cars fell by 14.5% to 24,094 units. Despite the promising performance of a few manufacturers that have managed to buck the downward trend, BMI retains its view that sales of domestically built vehicles will by fall by at least 10% by year-end, with imports to fall by around 30%.
Domestic manufacturers have been aiming to offset the effects of the consumption tax, first introduced in January 2005, with a number of various incentives for customers. Some companies, such as Mekong Auto and Ford have implemented price cuts of 10-15% and 1-11% respectively. However, other incentives include a free motorbike offered by Suzuki with every car, while Toyota has doubled the mileage warranty on its vehicles from 50,000km to 100,000km and extended the warranty period from two to three years. Some of the attempts were more successful than others, with Toyota increasing its sales by 17% for the first 10 months of the year.
Toyota is one of only five manufacturers to have posted positive growth in the year to October. Significant double-digit growth from players further down the rankings such as Vindaco (Daihatsu) on 44% and Mekong (Fit, Ssangyong, PMC) on 23%, suggests that there could be some movement in the table by year-end. VMC (BMW, Mazda, Kia) looks particularly precarious, ranked above Vindaco and Mekong, but with sales down by 13% for the period. Honda should also continue to make ground as the new Civic makes its mark. VinaStar (Mitsubishi)
Despite the outlook for sales in 2006, Vietnam is still an attractive market for investment, as its second place in BMI's Business Environment Ranking for the automotive industry in Asia testifies. The country's composite score has risen to 41 due to a slight increase in the country's economic risk rating, as well as an improvement in the country's rating for the regulatory environment, as it prepares to enter the World Trade Organisation. In addition, the country's low rate of vehicle ownership continues to provide plenty of opportunity for would-be investors.
