Anyone selling a property with four or more bedrooms is already required to fork out for a Hip and the government has vowed to introduce the scheme to all property sales soon.
Sellers have to stump up the cash for the packs, with estimates that the average Hip will cost between £400 and £500.
Now Rob Hailstone from Hipag has revealed that things could get even worse for consumers as he believes that the only way to ensure a quick property sale with a Hip is to pay for a lawyer to be involved from the beginning.
"The basic Hip will contain only the minimum amount of legal documents – such as office copies and searches," he said.
"When a buyer's lawyer receives the Hip he will, nine times out of ten, find it defective and he will ask the seller's lawyer to obtain important missing information and documentation – taking weeks, if not months.
"In these cases, Hips will not speed matters up, reduce stress or achieve any of the intended benefits, unless you involve a property lawyer from the outset," added Mr Hailstone.
National Homebuyers, the UK's leading company guaranteeing a fast house sale to vendors does not require a Hip in place.
Director Julian King says: "In July we saw a 95 per cent increase in enquiries from people looking for a fast property sale.
"The homeowner is finding alternative ways to sell their property. National Homebuyers is faster than the open market and we do not require a Hips pack in place in order to complete the purchase.
"As predicted, the fee for Hips will increase and the homeowner will be put under further financial strain when they want to sell their home."
Many owners who are looking to sell their property are doing so now in order to avoid the additional cost of Hips.
