He said that even houses not significantly affected by excessive noise from aircraft had seen prices drop, although the effect seemed to be restricted to homes in the countryside.
"While the prices for properties under flightpaths in London and other major cities are not seriously marked-down, houses in the country that are in the 'noise range' of flightpaths can be significantly cheaper," Mr Haward said.
"I have known houses that lie within the range of Gatwick airport to be 30 per cent cheaper than those where aircraft have climbed 7,000 ft to 10,000 ft or more and are not a constant nuisance."
The problem is likely to become more important if planned expansions at airports including Stansted get the go-ahead.
